Jeff Snell

Jeff Snell, Ed.D. brings over 30 years of experience in public education to his role as Executive Director of the Washington Association of School Administrators (WASA). His career has included roles as coach, math teacher, associate principal, principal, deputy superintendent, and superintendent. Jeff resides in Southwest Washington with his wife, Suzie, an elementary school counselor in the Vancouver School District. Their three children are all connected to public education—Mackenzie and Stephen are special education teachers, and Micah is currently a high school student. A passionate advocate for public education and community, Jeff has held leadership positions at local, regional, and state levels, focusing on educator and leadership development, technology integration, and student-centered programming. His doctoral research, School District Leadership: A Partnership Between Central Office and School Leadership, explored how alignment and collaboration between system-level and school-based leadership can improve outcomes for students and staff. Jeff is also the Executive Director and co-founder of Micah’s Miles, a nonprofit dedicated to promoting inclusive opportunities for individuals with disabilities. Inspired by his son Micah, the organization raises awareness and funds through inclusive running events and community engagement initiatives. He holds a B.S. in Mathematics Education from Boston University, and both an M.A. and Ed.D. in Educational Leadership from Washington State University.

Kim Fry

Kim brings 32 years of experience in education to WASA, most recently 12 years as superintendent of the Rochester School District. Marissa Rathbone

Marissa Rathbone serves as the Assistant Executive Director for Government Relations at the Washington Association of School Administrators (WASA), bringing a deeply informed and purpose-driven voice to K–12 advocacy. Known for her thoughtful leadership and enduring commitment to public education, Marissa leads WASA’s government relations efforts with strategic focus and a collaborative spirit, working to strengthen legislative partnerships that support students and school leaders across the state. Before joining WASA in July 2025, Marissa held a variety of impactful roles throughout Washington’s education system. She began her career as a classroom teacher and went on to serve in several leadership positions at the Office of Superintendent of Public Instruction (OSPI), including Program Supervisor and Director. Most recently, she was the Director of Strategic Advocacy at the Washington State School Directors’ Association (WSSDA), where she helped shape statewide policy and legislative priorities on behalf of school board directors. With more than two decades of experience spanning instruction, leadership, and policy, Marissa brings deep insight and strong communication skills to her work. She is a respected collaborator and a steady advocate for equitable, student-centered education policy throughout Washington State.

Heather joined WASA in November 2023, and comes to us most recently from Nisqually Red Wind Casino, where she worked as a Service & Training Coordinator, an Advertising Coordinator, and a Graphic Designer. Natalie joined the WASA staff in September 2023. She earned her Associate’s Degree in 2014 and worked as a Resource Paraprofessional for six years in the Olympia School District.
